Public Service Commission PSC (Lok Sewa Aayog) Gazetted advertisement for open and inclusive competitive written examination for the post of Third Class (Non-Technical), Section Officer (Sakha Adhikrit) or similar posts
Since the open and inclusive posts of the following services, groups, sub-groups and categories of civil service are to be filled through competitive examination, applications are invited from the candidates who have qualified as follows. Candidates who meet the specified minimum qualifications should apply through the commission's online application system https://psconline.psc.gov.np.
Type of Examination:
Written, Skill Test, Group Test and Interview.

First Phase:
All the offices under the commission are located in the place.
Second Phase:
As specified by the Commission's Dhankuta, Jaleshwar, Kathmandu, Pokhara, Butwal, Surkhet and Dipayal offices.
Application Fees:
Examination for the posts of National Human Rights Service will be as prescribed by the Public Service Commission, Central Office. An application fee of Rs.1,200.- (one thousand two hundred) has to be submitted for each advertisement.
In case of candidates applying in additional advertisement towards the inclusive group of posts of the same service/group/sub-group, for each additional group Rs. 400.- (Four hundred) additional fee will have to be paid.

Candidate Age Limit:
21 years of age up to 208019117 and not exceeding 35 years of age and in case of women and disabled candidates not exceeding 40 years of age.
There will be no age limit for permanent civil servants in the civil service and permanent employees of the National Human Rights Commission in the posts of the National Human Rights Service.
According to the interim order dated 2079/10/20 of the Honorable Supreme Court, pending the final decision of the said case, the Public Service Commission has published an advertisement on 2076/2/15, recommended by the examination conducted for the local level, including the currently employed government employees at the advertised positions of the civil service. There is no age limit. Such candidates will have to upload the application form in the experience section of the online application system.
Method of submission of Application Fee and Location:
Application can be made electronically through the online application system of the Customs Commission, or cash can also be paid from designated banks by printing a bank voucher with Master ID and transaction reference number.
Duration of Submission of Application Fees:
The prescribed examination fee or double fee must be compulsorily submitted by the date 2080/9/25.
Documents to be Uploaded:
Candidates should upload the documents specified in the relevant advertisement including educational qualification, training, experience, and inclusive group opening documents in PDF format at the designated place of the online application system. All candidates should scan the front part of their citizenship certificate and upload it in JPG format. The candidate should be fully responsible for the details mentioned in the application.
Interview Official Exam Schedule and Date of Interview:
The result of the written exam will be notified when it is published.

Minimum Qualification Required
(a) Towards Civil Services:
In addition to not being disqualified according to Section 10 of the Civil Service Act, 2049, they should have obtained the following minimum educational qualifications as specified under Rule 15 of the Civil Service Rules, 2050.
(1) For Nepal Foreign Service, Nepal Administration Service (Revenue and General Administration Group): Graduate or equivalent from a recognized educational institution.
(2) For Nepal Administration Service, Accounts Group: Bachelor's degree in Management, Commerce or Business Administration from a recognized educational institution Or having passed graduation level or equivalent in one of the core subjects of economics, mathematics, statistics or public administration. (3) For Nepal Justice Service (Justice, Law, Government Lawyer Group): Graduated in Law from a recognized educational institution.
(4) For Nepal Audit Service: Bachelor's Degree in Management, Business Administration or Commerce from a recognized educational institution received
(b) Towards National Human Rights Service:
Rule 14 of National Human Rights Employees' Service, Conditions and Facilities Regulations, 2072 (with amendments) should not be ineligible and should have obtained the minimum educational qualifications specified under Rule 12.
(1) National Human Rights Service, for the post of Human Rights Officer: Graduate or equivalent from a recognized educational institution. Special instructions regarding additional documents and experience to be submitted by the candidate. Candidates who want to apply for inclusive group and open positions should prepare the following documents at the time of application.
Application must be made. After being selected for the interview based on the results of the written test, when coming for the interview, you will have to bring copies of such documents along with self-attested copies. If the mentioned documents are not with the candidate at the time of application, the application may be canceled at any time.
a) Additional documents required for candidates applying towards Inclusive Group
(a) In the case of Adivasi Janajati: In case of castes listed in the Nepal Adivasi/Janajati Upliftment National Foundation Act, based on the same list, but if there is more than one surname within the caste listed in the Nepal Adivasi/Tribal Upliftment National Foundation Act, the relevant local level
A document certified by the chief district officer on the recommendation of the chief as being a surname within the listed caste.
(b) In the case of Madhesi: A document certified as Madhesi by the organization specified by the Government of Nepal by publishing notice in the Nepal Gazette, but Madhesi by the Chief District Officer on the recommendation of the head of the concerned local level until the institution is designated by publication in the Nepal Gazette.
(c) In the case of Dalits: In the case of castes listed by the National Dalit Commission, based on the same list,
However, if there is more than one surname within the caste listed by the National Dalit Commission, a document certified by the Chief District Officer as a surname within the caste is listed on the recommendation of the head of the concerned local level.
(d) In the case of disabled persons: Disability ID card issued by the Social Welfare Council or Disability ID card issued by the relevant local level stating the classification of disability according to sub-section (3) of Section 4 of the Act on the Rights of Persons with Disabilities, 2074.
(e) In case of backward areas: Certificate of citizenship obtained from the relevant district stating permanent residence in the district mentioned in sub-section (7) of section 7 of the Civil Service Act, 2049 and document application form from the relevant local level certifying that the current permanent residence is in the same place. Based on recommendation up to 3 months before the date of filling.
In case of obtaining citizenship from a district other than the district of permanent residence, a letter stating the reasons for doing so, obtained from the district administration office that issued the citizenship, married or migrated to the district mentioned in sub-section (7) of section 7 of the Civil Service Act, 2049, in case of marriage Marriage registration certificate and, in case of migration, a document revealing the migration of the local level/organization left and gone.
Note:
(a) In the case of candidates who require a period of experience, the minimum period of service must have been completed by the last date of receipt of application for the respective post. The period of double duty shall not be counted for the purpose of age, educational qualification, period of experience, and other qualifications.
(b) According to the Staff Adjustment Act, 2075, civil servants working in authorized level positions before being adjusted are not eligible to be candidates in this advertisement.
(c) Applications that are not submitted within the specified period which do not meet the minimum qualifications which do not disclose other specified details or which do not submit the prescribed fee will not be accepted.
(d) Candidates requesting an assistant writer should contact the concerned office of the commission at least 10 (10) days before the commencement of the written examination. Otherwise, the commission will not be obliged to provide a co-author.
(e) Candidates who pass the written test must submit copies of the certificates of educational qualification, citizenship, service experience, certified by the head of the relevant office, and duplicate copies of the documents mentioned to be submitted for inclusive and open application candidates before the interview. will have to do.
(f) Must have attained the prescribed educational qualification within the last date of application. Candidates who have studied in foreign institutions must have their qualifications determined by the relevant authorities.
(g) Candidates must use only black ink in the examination, otherwise, the answer sheet will be canceled.
